The main responsibilities of the Department of Laws and Regulations are to improve business environment; draft relevant laws, regulations and rules; review the legality of the normative documents of NDRC; undertake administrative review and litigation work; guide and coordinate bidding matters according to regulations; and build a unified and standard public resource trading platform.

The 4th Plenary Session of the 19th CPC Central Committee clearly called to uphold and improve the socialist system with Chinese characteristics and build a governance system with clear responsibilities and law-based administration. The development and reform work must implement “the Five-sphere Integrated Plan” and “the Four-pronged Comprehensive Strategy”, promote high-quality development, and build a modern economic system. One of the important aspects to do so is to improve the ability to adopt the rule-of-law thinking and methods to deepen reform, promote development, resolve disputes, maintain stability, and respond to risks. We will take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as our guide, thoroughly study and implement the spirit of the 19th CPC National Congress and the 2nd through 5th Plenary Sessions of the 19th Central Committee, and follow the leadership of the CPC Leadership Group of NDRC. We will give full play to role of the rule of law, stick to a keen sense of responsibility for the unwavering course of reform and innovation, establish a complete law and regulation system, an efficient law enforcement system, a strict supervision system, and a powerful guarantee system, to open up a new prospect for the rule of law in development and reform causes!
