The main responsibilities of the Department of Development Planning are to propose major national development strategies, economic restructuring policies, and recommendations for major productivity layout, organize and formulate national development plans and promote their implementations; develop a unified planning system, coordinate and align national special plans, regional plans, geospatial development plans, and national development plans; carry out overall planning and project approval; propose strategies on new urbanization, and policy recommendations for urban-rural integrated development, formulate and implement plans for inter-provincial urban agglomerations and metropolitan areas.

The National Development Plan, namely the Five-Year Plan for the National Economic and Social Development of the People’s Republic of China, is the phased deployment and arrangement of the socialist modernization strategy. It clarifies the national strategic intentions and the government’s priorities, guidelines and regulates market entities. It is a grand blueprint for economic and social development, a program of common action for people of all ethnic groups in China, and an important basis for the government to perform its functions in economic regulation, market supervision, social governance, public services, and ecological and environmental protection. The formulation and implementation of national development plans concern both national interests and the immediate interests of everyone.
