Function:
Guide, advance and coordinate the economic system reforms. Study major issues of economic system reform and opening to the outside world, formulate plans for comprehensive economic system reform and special reform plans and organize their implementations. Promote mixed ownership among state-owned enterprises and reforms in monopoly industries, make policy recommendations to improve the property rights system and promote the development of the non-public sector. Promote the reform of market-oriented allocation of production factors, organize and implement a negative list system for market access.
