The main responsibilities of the Department of Trade are to monitor and forecast domestic and foreign markets as well as the foreign trade situation and make policy recommendations; control gross balance of key commodities and carry out macro-control related work; make recommendations on import and export control over key industrial products, raw materials, and key agricultural products, and coordinate the implementation of such control; work out plans and total volume plans for national reserves of grain, cotton, sugar, and fertilizers, and formulate strategies, plans and policies for the development of modern logistics industry, and coordinate major issues concerning the reform of the circulation system.
