General Offices of relevant departments under the State Council, Development and Reform Commissions, Economic Commissions (Economic and Trade Commissions ) of provinces, autonomous regions, municipalities, cities specifically designated in the state plan and Xinjiang Production and Construction Corp, enterprise groups specifically designated in the state plan,
To carry out and fulfill the concept of scientific development,accelerate the construction of the national renovation system with Chinese characteristics,to establish the principle status of technology renovation and scientific input of enterprises,to improve the self-renovation capacity of enterprises,to further push forward the building and development of enterprise technology centres,to bring into play the guiding and demonstrative role of national- recognized enterprise technology centres in technology renovations,and to help with further improvement of industrial renovation capacity,it has been decided after discussion to continue organizing and implementing special projects of renovation capacity building of national-recognized enterprise technology centres.Herewith are the relevant issues regarding project application for year 2005.
I.Principles for project application
1.The projects of renovation capacity building of national-recognized enterprise technology centres are central government budgetary subsidized projects.The national subsidy will be given to investment projects of enterprises (on renovation capacity building of technology centres),which have important influence and demonstrative effect on improving enterprise technology renovation capacity and cultivating core industrial technologies.The subsidy will be mainly used to support the construction of key tests and R&D facilities and renovation of relevant technologies of enterprise technology centres renovation capacity building projects.
2. The projects proposed for national subsidy should be in line with the "Guidance on Current Priority Development of Key Hi-tech Industrialization Sectors (2004)"which was jointly issued by National Development and Reform Commission, Ministry of Science and Technology and Ministry of Commerce, and should be beneficial to technology upgrading, resources saving and exploitation as well as improvement of ecological environment.
3.The proposed project must have already been filed at local authority,and should be in accordance with national laws and regulations on planning,environment protection,land use,and labour safety (including pre-qualification of land use for construction,EIA and other documents for permission).The period of filing for projects already started should not exceed 2 years.
4.The technology centre of the project implementing organization should get over 70 marks (including 70 remarks) in the evaluation on national-recognized enterprise technology centres in the previous year.
II.Requirement:
1.Relevant departments under the State Council,Development and Reform Commissions and Economic Commissions (Economic & Trade Commissions) of provinces,autonomous regions,municipalities,cities specifically designated in the state plan and Xinjiang Production and Construction Corp,enterprise groups specifically designated in the state plan should seriously fulfil their tasks of organizing and submitting projects in accordance with project application principles and in the light of the specific situation of the organizations and regions concerned.
2.A province/municipality or organization can apply for no more than 2 projects if the number of national-recognized enterprise technology centre in the province/municipality or under the organization is less than 10,and 4 project applications are allowed for a province/municipality or organization that has more than 10 national-recognized enterprise technology centres.
3.The project supervision authority organizes the project implementing organization to write the Application for National Subsidy for projects of Renovation Capacity Building of National-recognized Enterprises Technology Centres"(see Annex I),and submit the checked application in three copies together with the digital version of the Data Collection of Projects of National-Recognized Renovation Capacity Building of Enterprises Technology Centers (Annex II) to National Development and Reform Commission before 30 April.
4.If the responsibility falls into the Provincial Development and Reform Commission,then a project application has to be submitted to NDRC with an approval letter by the Provincial Development and Reform Commission; If the responsibility falls into Provincial Economic (and Trade) Commission,then the project application should be submitted to NDRC jointly by both Provincial Development and Reform Commission and Economic (and Trade) Commission with an approval letter.Departments under the State Council and enterprise groups specifically designated in the state planning can directly submit their applications.
