Development and Reform Commissions (Planning Commissions),Economic and Trade Commissions (Economic Commissions),Departments of Construction (Commissions of Construction) ,Department of Water Resources, Quality and Technology Supervision Bureaus of provinces,autonomous regions,municipalities and cities specifically designated in the state plan:
To implement the"Circular of the State Council on Organizing Resources-saving Activities"(Guo Ban Fa 2004,No. 30) and the gist of the State Council's video-conference on further organizing resources-saving activities of the whole society,to push forward the resources-saving task and release the bottle-neck that restrains the economic and social development in order to ensure the sustainable,fast,balanced and healthy development of the national economy,and to make strong efforts in building up a resources-saving type of society,in accordance with the Energy-Saving Law of the People's Republic of China (hereafter referred as"Energy-saving Law"),Water Law of the People's Republic of China (hereafter referred as"Water Law"),National Development and Reform Commission (NDRC),Ministry of Construction,Ministry of Water Resources and General Administration of Quality Supervision,Inspection and Quarantine (AQSIQ) have decided to organize and launch a nationwide special inspection on resources-saving.Herewith are the relevant issues:
I. Purpose and focus of the inspection
Purpose: To investigate and get clear information on the situation of energy-saving,water-saving and implementation of relevant regulations and standards in high energy-consumption and high water-consumption areas and sectors; to further improve the awareness of the society on resources-saving; to strengthen the government supervision and administrative functions; to push enterprises to use energy and water according to laws and regulations.
Focus: key energy users,big consumers of water and manufacturers of steel,electrolysis aluminium,cement,calcium carbide and coke,key manufacturers of energy consumption equipment,some of the administrative organizations.
II. Content for inspection
1.Situation at local level on the implementation of Energy-saving Law,Water law and related supporting regulations;
2.Situation at local level on administration over energy-saving of key energy users,high electricity consumption enterprises and administrative organizations;
(1)The establishment and implementation of energy-saving management system of key energy users,including energy measurement and management system,statistics collecting and reporting system for energy consumption,energy consumption cost management system,responsibility system for energy-saving tasks,information on the set-up of energy management posts,energy-saving related rewards and penalties system and certification and training of major energy-using equipment operators;
(2)Information on energy utilization of major energy consumption equipment and technical system of key energy users; Situation on elimination of equipments which are out of date in energy utilization;
(3)Information on maximum electricity consumption limit implemented by the 9 kinds of high electricity consumption products manufacturers as regulated in the"Management Measures for Saving Electricity"; Result of electricity balance test of organizations whose electricity consumption load is 500 KW and more or annual electricity consumption is 3 million KW and more as well as the implementation of electricity saving measures;
(4)Situation of energy-using in accordance with laws and electricity saving of administrative organizations as well as hotels,shopping buildings,office buildings and other public facilities.
3.Situation on implementation of regulations regarding the extra"Chapter on Energy-saving"in the feasibility report for fixed assets investment projects by relevant organizations and designing institutes,including whether a feasibility report contains such a"Chapter on Energy-saving"as well as an evaluation on this subject; Information on implementation of sector regulations and standards on energy-saving design and technology.
4.Information on implementing the national compulsory energy efficiency standards by key manufacturers of energy-consumption equipment appliances. The focus will be inspection on implementation of national energy efficiency standards by manufacturers of 9 kinds of products such as small scale three-phase asynchronous motor,positive displacement air compressor,home refrigerator,room air-conditioner,electric washing machine,single-end fluorescent light,double-ends fluorescent light for normal lighting,self-ballast fluorescent light for normal lighting and tube-shaped ballast for fluorescent light; and inspection on whether the energy consumption (energy efficiency) indexes of energy-consumption products by selective examination from the market meet the criteria.
5.Situation on implementation of standards for energy-saving buildings,focusing on inspection of severe cold and cold areas with heating,areas that are hot in summer and cold in winter,and some areas that are hot in summer and warm in winter;
(1)Implementation of design standards of energy efficiency for domestic buildings (withheating),residential buildings in areas that are hot in summer and cold in winter;
(2)Measures to implement the requirements for energy-saving buildings during the process of designing,approval of blueprints,acceptance of completion by relevant organizations and design institutes;
(3)Implementation of energy-saving building standards during the whole process including project proposal,feasibility study,report for construction,construction,monitoring and acceptance of completion for key development projects (50,000 square meters at county/prefecture level and 100,000 square meters at provincial capital city and municipal level) for the period 2001- 2003.
6.Information of water taking and water saving of big water users.
(1)The proof on water resources of fixed assets investment projects (the"Three Meanwhile"of energy-saving facilities);
(2)Implementation and administration of water-taking permission system (place to get and return water and measurement,the issuing of water-taking license and annual check,the levy of water resources fee);
(3)Planning and quota for water using and implementation of water price system.
(4)Selective examination of water resources of water-using organizations (water-consumption quantity per unit product,test on water balance,water price,rate of repeat use of water,etc.);
(5)Dissemination of water-saving technology and equipment and appliance. Information on utilization of sea water,re-cycling of industrial and urban waste water.
7.Implementation of State Council's resources-saving activities
III. working methodology and steps
The inspection will be jointly organized by National Development and Reform Commission,Ministry of Construction,Ministry of Water Resources and National Administration of Quality Inspection and will be carried out into two phases:
Phase One is self-checking stage which is August to September 2004. Local governments organize relevant departments to do the self-checking as instructed by this circular,in combination to the activities of the National Energy-saving Week and comparing relevant national laws,regulations and standards,and should finish the self-checking and send summary report to the supervision authority before the deadline.
Phase Two is monitoring and inspection stage,including local monitoring and selective examination as well as national monitoring and inspection. Time frame is October to November 2004. Local monitoring and inspection will be organized and executed coordinately by Development and Reform Commission (Planning Commission) and Economic and Trade Commission (Economic Commission),together with Department of Construction (Commission of Construction),Department (Bureau)of Water Resources (Water Affairs),Bureau of Quality and Technology Inspection at the level of province,autonomous region and municipality.Inspection summary report should be submitted to the central government before the end of December 2004,with measures to correct and solve the problems found in the inspection.
The national monitoring and inspection will be organized by National Development and Reform Commission,Ministry of Construction,Ministry of Water Resources and National Administration of Quality Inspection,with the participation of industrial associations and experts,and will conduct field inspection on the implementation of this circular by local governments and local monitoring and selected examinations.
The inspection work will adopt the methods such as hearing report,holding discussion,direct interview,visits to grass-root organizations with combination to selected examinations by relevant organizations. The implementation of detailed tasks can be contracted to institutions with qualifications of energy-saving,water-saving monitoring and inspection.
Development and Reform Commission (Planning Commission) and Economic and Trade Commission (Economic Commission) should work together with Department of Construction (Commission of Construction),Department (Bureau) of Water Resources (Water Affairs),Bureau of Quality and Technology Inspection at the level of province,autonomous region and municipality to make arrangement for the inspection,to find and solve timely problems found during the inspection,and to better accomplish the work of coordination,monitoring and guidance in order to guarantee an orderly and effective execution of the inspection.
IV. Requirement for work
1.Local Development and Reform Commission (Planning Commission) and Economic and Trade Commission (Economic Commission),together with Department of Construction (Commission of Construction),Department (Bureau) of Water Resources (Water Affairs),Bureau of Quality and Technology Inspection should attach great importance to the implementation of this special inspection work from the strategic view of carrying our and implementing the important theory of the"Three Represents"and the spirit of the 16th Party Congress as well as firmly establish and fulfill the scientific development concept,and should strengthen the organization and leadership in a practical way. Leaders of each department should take the leading responsibility,and organize relevant departments and organizations to plan and arrange the task in an integrated way,sign work division with individual responsibility,maintain close coordination and supporting, make careful and thorough working plans and clarify the objectives and responsibilities.
2.Local governments should follow the instruction of the notice in a realistic way during the
Self-checking,monitoring and inspection work,and to start from the benefit of the overall situation,and must conduct objective investigation,careful inspection,and propose feasible counter solutions to solve the problems found and to report the actual result of the inspection.
3.The inspection team must go down to the grass-root level and meet with the local people,and make serious checks and collect the first hand information,listen to the opinions of the local people and try to prevent the inspection from being a mere formality. The team should strengthen communications with local governments on the problems found by the inspection,and report the actual situation. During the inspection,the inspection team should travel with little luggage and few attendants,and strictly follow the rules on honest and clean performance of duty.
4.The inspection should bring into full play the role of radio,television,newspaper and other media in publicizing energy-saving laws and regulations and the special inspection work,should strengthen the energy-saving awareness of the whole society and to push forward the lasting resources-saving work thoroughly.
