  Q1: How to evaluate the cooperation between the National Development and Reform Commission and the United Nations Development Program?

  A2:The cooperation concepts of the Belt and Road Initiative, including the "Five Links" and "Three Communes", are highly consistent with the core purposes of the UN 2030 Agenda for Sustainable Development. UNDP is the first international organization to sign the Belt and Road Initiative cooperation agreement with the Chinese government after President Xi Jinping proposed the Belt and Road Initiative in 2013. The NDRC and UNDP signed an inter-governmental memorandum of understanding and action plan to promote the construction of the Belt and Road Initiative in 2016 and 2017 respectively. Under the guidance of the two cooperation documents, in April 2018, the two sides established a joint working group to jointly promote the construction of the Belt and Road Initiative and held the first joint working group meeting, which made the cooperation between the two sides more institutionalized, standardized, practical and efficient.

  Under the guidance of the cooperation documents between the two governments and the concerted efforts of the joint working group, the Belt and Road Initiative cooperation has achieved a series of important early harvests. Such as the High-Level Global Governance Policy Forum, "Science and Technology for Disaster Reduction", the Belt and Road Initiative Capacity Building Project, the Innovation and Development Center for the Belt and Road Initiative and the Belt and Road Joint Capacity Building Training Project. The two sides have explored and formed a set of pragmatic and efficient cooperation mode for joint construction of the Belt and Road Initiative, providing a new model and classic template for international organizations to participate in the Belt and Road Initiative construction.

  Q2: What is the background of the Belt and Road Joint Capacity Building Training Project jointly organized by the National Development and Reform Commission and the United Nations Development Program? Why did you choose to open this training class in Shenzhen?

  A2: It is an important cooperation consensus between the two sides to carry out training courses for capacity building on the Belt and Road Initiative. The Memorandum of Understanding and Action Plan on Jointly Promoting the "One Belt And One Road" and the list of projects between the two governments have clearly stated that the two sides should strengthen capacity building and jointly run the training courses for high-level government officials of the countries of the Belt and Road Initiative. Affected by the COVID-19, the preparation of the training course went through a lot of hard work, both sides became more determined in the willingness to cooperate and reached broader consensus on cooperation. After several rounds of communication and careful planning, the Belt and Road Initiative Capacity Building Training Course was successfully held.

  Shenzhen is a brand-new city created by the Party and the people after the reform and opening up. It is a wonderful deduction of socialism with Chinese characteristics on a piece of white paper. Over the past 40 years since the Central Committee of the Communist Party of China made the strategic plan of setting up special economic zones, Shenzhen has created a miracle in the history of development and become a banner of reform and opening up throughout the country. The training course was held in Shenzhen in the hope that all participants can experience the open and innovative spirit of Shenzhen Special Economic Zone during the training, have the courage to forge ahead and further enhance the ability of international cooperation.

  Q3: What is the arrangement of the Belt and Road Joint Capacity Building Training Project?

  A3: The project lasted for 10 days from April 6 to April 15. In light of the global background of the COVID-19 , the theme of this project is "Knowledge sharing and capacity building on the synergies between the BRI and sustainable development in the era of Covid-19 and beyond."

  The teaching staff of this project is composed of experts from UNDP Country Officers, government officials from countries along the Belt and Road, scholars from world-leading universities and think tanks, multilateral financial institutions, Party School of the CPC Central Committee, Peking University, Center for International Economic Exchanges, Institute of Macroeconomics and other institutions. The project will focus on five topics, including innovation, transfer and development of clean energy techniques, sustainable finance, UNDP’s strengthen and experience in project management, international cooperation, as well as post-pandemic recovery.

  There are 34 trainees in this training course, which are composed of personnel from National Development and Reform Commission, Ministry of Foreign Affairs, Local Development and Reform Commission and subordinate units of National Development and Reform Commission.
