The Planning for China’s Standby Projects in EIB Lending Pipeline

Recently, upon approval by the State Council, the National Development and Reform Commission and the Ministry of Finance jointly issued the Planning for China’s Standby Projects in EIB Lending Pipeline 2020-2022. This Planning has taken into full account of supporting ecological protection and high-quality development of the Yellow River Basin, forest ecological protection and quality improvement, as well as green and low-carbon circular development. A total of 10 projects have been arranged in this planning, which will receive the loans of EUR 1.85 billion (approximately RMB 14.8 billion) from EIB. Among these loans, eight new projects are arranged. The newly arranged loans amount to EUR 1.6 billion (approximately RMB 12.8 billion), including sustainable management of desertification land in the Yellow River Basin, the comprehensive development of modern forestry in Guidong County, Hunan Province, and improvement of navigation capacity of Wujiang River in Guizhou Province, to name a few.
Next, the National Development and Reform Commission will, on the basis of the implementation of the new development concept, guide relevant local authorities and project units to carry out work at an early date, further improve the project construction plan, put in place the supporting funds, promote the implementation of projects as early as possible, and give full play to the role of preferential loans in promoting investment, expanding domestic demands and propelling innovation and demonstration, as a part of our efforts to promote the high-quality development of key economic and social areas in China.
