On June 15, 2021, the National Development and Reform Commission(NDRC) and the World Economic Forum(WEF) jointly organized a delegation of multinational enterprises to Kunming to conduct field study and held a government-enterprise exchange meeting. The field visit focused on the theme of green development, and was the first activity organized by both sides this year.
Gao Jian, Deputy Director General of the Department of International Cooperation, NDRC, and David Aikman, chief representative of Greater China of the World Economic Forum attended the meeting and delivered speeches. Zhao Bo, Deputy Director of Yunnan Office of the Leading Group for Promoting the Belt and Road Initiative, introduced the general situation of economic and social development in Yunnan Province. Li Shaojun, Director of Kunming Development and Reform Commission, introduced Kunming's policy on stabilizing foreign investment and foreign trade, foreign investment environment, development of a regional international central city and industrial development and leading enterprises. Representatives of local enterprises such as Kunming High-tech Zone, Yunnan New Precious Metal materials Holding Group Co., Yunnan Tin Co., and 18 senior representatives of 12 multinational enterprises such as Oerlikon Switzerland, Dow Chemical, Bayer China, HSBC China and Volkswagen etc. came to Kunming for in-depth exchange.
The official in charge of the Department of International Cooperation of NDRC said that in the context of normalization of epidemic prevention and control, to further promote China's opening-up policy and initiatives to improve the business environment, attract multinational companies to invest in China, help local governments relieve their difficulties, help stabilize foreign investment and foreign trade, and ensure the safety and smooth flow of the industrial chain and supply chain, NDRC and WEF have decided to take an innovative cooperation approach by organizing multinational member enterprises in China to conduct field visit and government-enterprise exchange meetings.
The city has comprehensively carried out the Foreign Investment Law, implemented the foreign investment access management system of pee-establishment national treatment and negative list, assisted foreign enterprises in applying for visas to China, accelerated the resumption of production and work, and steadily expanded the scale of actual foreign investment, optimized the structure, and significantly improved the level of investment facilitation. During the 13th Five-Year Plan period, Kunming was approved as "China (Yunnan) Pilot Free Trade Zone (Kunming Area)", "National Comprehensive Pilot Zone for Cross-border E-Commerce", "National pilot city for innovation in trade and services", "national base for transformation and upgrading of foreign trade in flowers and vegetables", "national cultural export base", and the Luosi Bay international trade city was approved as a "market procurement trade pilot". Kunming Comprehensive Free Trade Zone, Kunming High-tech and Tengjun Bonded Logistics Center was completed for operation, and has tied trade relations with 177 countries (regions) in the world. Kunming takes internationalization as the grip to promote opening up, seizes the opportunity to match the advanced, comprehensively enhances the international competitiveness, attractiveness and influence as core of the radiation, and gradually builds a new pattern of opening up to help central Yunnan integrate into the country, connect with the surrounding areas and connect with the international community, and actively build into China's Spring City, the famous city of history and culture, the international city of health, regional international center city.
After the government-enterprise exchange meeting, representatives of multinational enterprises will also visit Kunming Urban Planning Museum, Yunnan Baiyao Group, BOE silicon-based OLED micro-display project, and COP15 Biodiversity Park for on-site field visit.
