An Interview with the Department of International Cooperation of the National Development and Reform Commission on the event of "Ambassadors Face to Face with the National Development and Reform Commission"

On June 11, the National Development and Reform Commission (NDRC) held an event entitled "Ambassadors Face to Face with the National Development and Reform Commission (NDRC)". It was the first of a series of event of "Ambassadors Face to Face with Chinese Ministries"organized by the Ministry of Foreign Affairs of the People's Republic of China. Mr. Pan Jiang, Deputy Director General of the Department of International Cooperation of NDRC accepted interview and answered questions from correspondent.

Question1: What is the purpose to organize a series of event of "Ambassadors Face to Face with Chinese Ministries"?

Answer1: This year marks the 100th anniversary of the founding of the Communist Party of China, which is also the first year for China to implement the "14th Five-Year Plan" and the opening of a new journey for the comprehensive construction of a socialist modernization country. As a component of the State Council, national ministries and commissions play an important role in completing the 13th Five-Year Plan, implementing the 14th Five-Year Plan and the Long-RangeObjectivesthrough the Year 2035, practicing the new development philosophy, and promoting high-quality development. The ambassadors to China are the envoys of friendship and bridges for communication with China. Carrying out a series of event of "Ambassadors Face to Face with Chinese Ministries", on the one hand, is conducive to presenting Chinese state ministries and commissions in a comprehensive manner, and creating a favorable external environment for China’s reform and development, on the other hand, it will promote the envoys to China to better understand the earth shaking changes that have taken place in China under the strong leadership of the Communist Party of China, especially the remarkable achievements of China's all-round development since the 18th National Congress of the Communist Party of China. Through the envoys to China, it will help foreign people realize that the Communist Party of China is really striving for the happiness of the Chinese people, and make positive contributions to promoting the development of bilateral relations and building a community of shared future for mankind.

Question2: How to evaluate the "Ambassadors Face to Face with Chinese Ministries"  event that choose the National Development and Reform Commission as the first stop?

Answer2: As a macroeconomic agency, the National Development and Reform Commission plays an important role in China’s economic reform and development. In March 2021, the Fourth Session of the 13th National People's Congress reviewed and approved the "14th Five-Year Plan" outline. The National Development and Reform Commission was the leading agency responsible for the drafting of the 14th Five-Year plan and coordinating with relevant national ministries, commissions and departments.

NDRC was selected as the first stop of a series of event of "Ambassadors Face to Face with Chinese Ministries". The theme of the event is to introduce the achievements of the 13th Five-Year plan and the 14th Five-Year plan, which will help the ambassadors to China understand the overall development achievements of China during the 13th Five-Year period under the leadership of the Party Central Committee with Comrade Xi Jinping as the core, have a systematic understanding of the process of the 14th Five-Year Plan and the Long-RangeObjectivess through the Year 2035, as well as the new development stage, the new development philosophy, the new development paradigm and other major judgments and important measures put forward by the Fifth Plenary Session of the 19th CPC Central Committee, so as to further deepen the envoys' understanding of China's development process and future development prospects. It is believed that the "Ambassadors Face to Face with the National Development and Reform Commission (NDRC)"event will further deepen the ambassadors’ comprehensive and in-depth understanding of Chinese construction of a new development paradigmwith the domestic cycle as the main body and the domestic and international dual cycles mutually promoting each other, strengthen the ambassadors' confidence in China's high-quality development, make a good start and take a good step for the series of event of "Ambassadors Face to Face with Chinese Ministries".

Question3: What are the highlights of the activity of "Ambassadors Face to Face with the National Development and Reform Commission (NDRC)"?

Answer3: The theme of "Ambassadors Face to Face with the National Development and Reform Commission (NDRC)" is to introduce China's development achievements during the 13th Five-Year Plan, the14th Five-Year Plan and the Long-RangeObjectivess through the Year 2035, as well as the new development paradigm and new development philosophy contained therein. The main highlights are as follows.

Firstly, the activity level is high. The series of event of "Ambassadors Face to Face with Chinese Ministries" are large-scale, wide-ranging and high-standard, which is an important platform for widely publicizing China's development achievements and an important measure to promote foreign exchanges under the normalization of epidemic prevention and control. Mr. Ning Jizhe, Vice Chairman of the National Development and Reform Commission host policy presentation and delivered speech, and more than 140 ambassadors to China and representatives of international organizations in China participate the event.

Secondly, the form of activity is novel. In the morning of the event, there are lectures and exchanges, and in the afternoon there is a field visit to Daxing International Airport and Xiaomi Industrial Park in Yizhuang.From policy presentations to on-site visits, it is very helpful for ambassadors and representatives of international organizations in China to enhance their understanding on China’s reform and development and Chinese policies during the "14th Five-Year Plan".

Thirdly, the activity is rich in content. The activity focuses on the development achievements in the "13th Five-Year Plan" period, the "14th Five-Year Plan" and the long-term goals in 2035, as well as the new pattern and new ideas contained in them. There are both macro level policy presentation and dialogue, and micro level on-the-spot visits , which are conducive to telling the Chinese story, spreading the Chinese voice, and enhancing China’s voice and influence in the international cooperation platform.

Question4: What's the expectation for the series of event of "Ambassadors Face to Face with Chinese Ministries"?

Answer4: At the important node of the centennial of the founding of the Communist Party of China, it is of great significance to hold the series of event of "Ambassadors Face to Face with Chinese Ministries", hoping that the series of event can achieve good results.

Firstly, we hope to further enhance the understanding of the Chinese Communist Party by the ambassadors to China. 2021 is the first year of the "14th Five-Year Plan". It is hoped that through this activity, the ambassadors of various countries to China can deepen their understanding on the Communist Party of China and its history, and deepen the exchange of experience in governing the country with the countries where the envoys are from.

Secondly, we hope to further enhance exchanges and communication between ambassadors to China and Chinese ministries and commissions. NDRC is willing to provide the necessary convenience and effective assistance for the ambassadors in China to carry out their daily work. We hope to strengthen the communication and contact with the diplomatic envoys to China, listen to the wishes of the ambassadors, respond to their concerns, and promote the ambassadors to further play the role of bridge and link of friendship and cooperation between their respective countries and China.

Thirdly, we hope to further promote exchanges and cooperation with the country where the ambassadors is located. Strengthen the "14th Five-Year Plan" and the 2035 long-term goal outline to link up with the medium and long-term development strategies and plans of countries around the world, expand and strengthen pragmatic cooperation in areas such as anti-epidemic and smooth the circulation of international industrial and supply chains, and promote high-quality development of the Belt and Road Initiative, and work together to build a community with a shared future for mankind.
