To further strengthen the brand of "Walking Davos" -- Interview with relevant leader of the Department of International Cooperation of the National Development and Reform Commission

From June 15 to 18, the International Cooperation Department of National Development and Reform Commission (NDRC) and the World Economic Forum (WEF) jointly organized multinational enterprises to visit Kunming City and Chuxiong Prefecture in Yunnan Province, focusing on the theme of “green development”.

Why choosing Yunnan for this field trip? How to further enhance bilateral cooperation? The reporter interviewed Mr. Gao Jian, Deputy Director General of the International Cooperation Department of NDRC.

Q: Why did you organize multinational companies to carry out this field trip in Kunming City and Chuxiong Prefecture of Yunnan Province?

A: This year marks the beginning of the 14th Five-Year Plan. In order to further publicize China's opening-up policy and measures, improve the business environment, attract multinational companies to invest and conduct long-term cooperation in China, and smooth the circulation of the international industrial and supply chain, we will continue to carry out the “Walking Davos” field trip activities. This year the first stop is Kunming, Yunnan province. We will carry out the field trip with the theme of “green development”. The main consideration is for the goal of achieving a carbon peak by 2030 and carbon neutrality by 2060.This is a major strategic decision made after careful consideration by the Party Central Committee with Comrade Xi Jinping at the core. Yunnan is an important gateway for  opening-up to the southwest, a pilot zone for border opening-up and a pioneer area for the implementation of the “going out” strategy in the western region of China, as well as an important biodiversity treasure house and an ecological security barrier in the southwest of China. In addition, the Fifteenth Conference of the Parties to the Convention on Biological Diversity (COP15) will be held in Kunming, Yunnan.We hope to promote and attract multinational enterprises to invest and conduct long-term cooperation in Yunnan by organizing joint field trip, so as to facilitate industrial transformation and upgrading and high-quality economic development in Yunnan Province.

Q: What is the schedule of this field trip?

A: The field trip was conducted from June 15th to 18th. NDRC and WEF Beijing Representative Office organized senior executives of 12 multinational companies to hold exchanges with the Kunming city and Chuxiong prefecture governments of Yunnan Province and local leading enterprises and carry out field trip.The main purpose is to in-depth understand local policies on attracting foreign investment and measures on improving the business environment, and discuss the situation of multinational companies investing in local areas. Focusing on the theme of “green development”, in Kunming, we visited Kunming City Planning Museum, Dianzhong New Area, Biodiversity Experience Park, BOE silicon-based OLED micro-display project etc.; in Chuxiong, we visited Chuxiong Yuze Semiconductor Co., Ltd. Company, Chuxiong Jingke Company, Moore Farm etc.

Q: To strengthen the cooperation with the World Economic Forum, what other measures will the NDRC take?

A: The COVID-19 epidemic has brought many difficulties and challenges to the economic development of all countries. WEF has made great efforts to deal with the epidemic. China attaches great importance to its cooperation with the WEF. On January 25, President Xi Jinping attended the Davos Agenda of the WEF by video and delivered a special speech. President Xi Jinping advocated the international community to work together in solving four major issues facing the era, appealed to jointly safeguard and practice multilateralism, and to build a community of shared future for mankind, which provides important thoughts for countries to work together to meet challenges and build a better planet. This represents Chinese wisdom, which sparks international enthusiastic responses. Next, NDRC will continue to deepen cooperation with WEF in two aspects.

Further strengthen the brand. First, we will continue to do a good job in the two major brand activities of WEF. In particular, we will do well in China's attendance at the WEF Annual Meeting in Winter and prepare for the Summer Davos. Second, we will actively participate in various activities of WEF and encourage government and business representatives to participate in the Forum, increasing the participation of Chinese people in various important platforms of the Forum. Third, we will work with the WEF to jointly build the Belt and Road Initiative, leveraging the role of WEF as an international cooperation platform, in order to contribute to global economic recovery and sustainable development.

Do innovation and excellence. NDRC and WEF will continue to carry out a series of activities called “Walking Davos”, and jointly organize government-enterprise exchanges and local field trip activities. In the second half of this year, NDRC and WEF will hold the second government-enterprise policy dialogue in Beijing, and jointly organize multinational enterprises to carry out field trip to Hainan and other places, to exchange local opening-up policies and practices in achieving high-quality development, and to discuss issues such as multinational enterprises' investment and cooperation in local areas.
