In order to actively implement the "Memorandum of Understanding on Jointly Promoting the Construction of the ‘One Belt and Road’ initiative" and the "Action Plan on Jointly Promoting the Construction of the ‘Belt and Road’ initiative" signed by the National Development and Reform Commission（NDRC）and the United Nations Industrial Development Organization（UNIDO）, with the support of the International Cooperation Department of NDRC and Lingshou county government of Hebei Province, and the joint efforts of the investment and Technology Promotion Office of UNIDO (Beijing, China) and Tencent group, the first enabling training activity of "the fourth industrial revolution technology promotes industrial assistance and Rural Revitalization" was held in Lingshou County, Hebei Province from May 14 to 15.
On the morning of May 15, the training class was successfully held. Li Bin pointed out，training activity gathered the advantageous resources of government agencies, international organizations and technology companies, which reflected the importance and help of the three parties to help Lingshou implement the rural revitalization plan. It is also another innovative measure taken by NDRC and UNIDO to jointly implement the Memorandum of Understanding and Action Plan on jointly promoting the "Belt And Road" construction, and to serve the rural revitalization and pair assistance.
Wu Yabin said that "no poverty" is the first item in the UN Sustainable Development Goals. As far as Chin’s poverty reduction practices are concerned, industrial poverty alleviation is the most direct, effective, and long-term poverty reduction method. The purpose of this training is to cultivate digital talents who can efficiently innovate on the digital highway. Feng Suwei said that, the digital empowerment training activities held in Lingshou county have a strong guiding significance for better coping with the risks and challenges of the new development stage, promoting industrial assistance, and helping rural revitalization. The training course is closely around vocational education and has strong operability and
practicality. Qin Chuan said in his speech that the training integrates multiple business lines such as Tencent WeChat, Tencent Classroom and Smart Retail, hoping to provide "hand in hand" and "face to face" employment guidance for students.
Lingshou is the first station to launch the training activity, and there will be two special sessions for WeChat digital operation and employment skill improvement. Specific course arrangements include introduction to WeChat video account, practical introduction to video account operation, storytelling of video account creators, and explanation of career development management. The trainers are composed of Tencent experts, e-commerce training leaders, self-employed bloggers and professional development management lecturers. More than 500 trainees were trained in the two-day event. About 50% of the trainees belonged to the entrepreneurial group, 47% of the trainees belonged to individual merchants/freelancers, and 80% of the trainees had not received digital skills training before.
