Recently, upon approval by the State Council, the National Development and Reform Commission and the Ministry of Finance jointly issued the Planning for China’s Standby Projects in ADB Lending Pipeline 2020-2022. This Planning has taken into full account of consolidating the close connections between the development of key areas such as rural revitalization and ecological environmental protection with the implementation of major regional strategies such as the coordinated development of the Beijing-Tianjin-Hebei region, the development of the Yangtze River Economic Belt, as well as the ecological conservation and high-quality development of the Yellow River Basin, so as to realize “one fund for multiple purposes”. A total of 35 projects have been arranged in this planning, which will receive the loans of $6.65 billion (approximately RMB 46.6 billion) from ADB. Among these loans, the newly arranged loans amount to $1.6 billion (approximately RMB 11.2 billion), which will be used in such areas as rural revitalization, ecological environmental protection and social livelihood, and for funding eight projects, including the Yellow River Basin High Quality Agriculture Development, YREB Ecological Rehabilitation and Environment Improvement (Jiangxi), and Strengthening Public Health Management in the PRC, to name a few.
Next, the National Development and Reform Commission will, on the basis of the implementation of the new development concept, guide relevant local authorities and project units to carry out work at an early date, further improve the project construction plan, put in place the supporting funds, promote the implementation of projects as early as possible, and give full play to the role of preferential loans in promoting investment, expanding domestic demands and propelling innovation and demonstration, as a part of our efforts to promote the high-quality development of key economic and social areas in China.
