The State Tobacco Monopoly Administration is responsible for formulating development strategies for the tobacco industry, conducting industrial restructuring, guiding the rational layout of the tobacco industry, formulating investment plans, drafting relevant regulations and policies, and carrying out international economic and technical cooperation and import and export of the tobacco industry; supervising the enforcement of Tobacco Monopoly Law and other relevant laws and regulations and handling cases of violation; organizing tobacco production, operation, storage and transportation, monitoring trends of production and sale, and gathering and publishing economic, technological and market information related to tobacco; formulating policy measures on restructuring the tobacco industry; drafting policies on the development of science and education in the tobacco industry, carrying out technological innovation and key research programs, disseminating scientific and technological achievements, in charge of technological supervision and quality management; and managing financial control, auditing, human resource and compensation in the tobacco portfolio; guiding cultural and ideological progress in the tobacco industry. The Administration is also responsible for the unified leadership, vertical administration and monopoly management of the tobacco industry.
