The Office of the Leading Group for Western Region Development of the State Council is responsible for studying and recommending strategies, development plans, major issues and policies, laws and regulations for developing China's Western Region; studying and putting forward suggestions on the development of rural economy, key infrastructure development, environmental protection and improvement, structural readjustment, resource development and the layout of major projects in the Western Region; managing and coordinating the implementation of the plan of converting cultivated land into forestry and pasture; making policy recommendations on deepening reform and broadening opening up in the Western Region and introducing capital, technology and talented people from both home and abroad to the Western Region; and coordinating the overall economic and social development of the Western Region.
