The Office of the Leading Group for Revitalizing Northeast China and Other Old Industrial Bases of the State Council is responsible for studying and putting forward strategies, special plans, major issues, policy and regulation recommendations pertaining to the revitalization of Northeast China and other industrial bases; guiding, assessing, balancing and coordinating revitalization programs for Northeast China and other industrial bases; studying and putting forward suggestions on the development of industries with competitive edge, transformation of resource-depleted cities and layout of major projects in old industrial bases and coordinating the implementation of the suggestions; studying and making policy recommendations on deepening reform, broadening opening up in Northeast China and other old industrial bases and channeling capital, technology and talented people from both home and abroad to the old industrial bases; promoting key infrastructure construction, ecological improvement and environmental protection, and the coordination between industrial development and the development of relevant sectors; organizing the formulation of national plans for key technologies and equipment, coordinating related major policies, and promoting the self-reliant development of key technologies and equipment.
