Department of Foreign Capital Utilization

The Department of Foreign Capital Utilization is responsible for studying the dynamics of international capital, monitoring and analyzing foreign capital utilization in China, recommending strategies of foreign capital utilization, and studying and coordinating related major policies; monitoring and controlling the total size of foreign debts and optimizing their mix; putting forward plans for foreign capital utilization, plans for loans by international financial organizations and foreign governments and recommending candidate projects with investment scale above the limitation; drafting the industrial catalog for the guidance of foreign investment in cooperation with relevant agencies; examining and approving key foreign-invested projects above the investment scale limitation; recommending strategies, overall scale, structure, foreign currency utilization plans and policies for overseas investment; and arranging overseas resource development projects and overseas investment projects utilizing large amount of foreign exchange.
